Mrs. Foster was a teacher before her retirement.
She was preceded in death by her husband of 17 years, Richard B. Foster, whom she married on July 29, 1980, and who died on August 22, 1997; and her parents, Orin H. and Nellie J., nee Meyers, Young.
Surviving are her two sons, George E. Troutt III of Taylorville , Ill,
and Timothy L. Troutt of West Bend, WI;
one grandchild, Robert D. Troutt;
and one great-grandchild, Sirena E. Troutt.

Mrs. Foster donated her body to Washington University School of Medicine.

Thelma was a fine lady. So classy and so very nice. She was a true friend of ours and of the entire neighborhood. She will be missed. We will never forget the fine music we heard coming through her open windows in the spring time. Her piano playing was beautiful. Heaven just acquired another angel.
